PLAYING FIELDS - WHY THEY MUST BE LEVEL

    International commerce requires a "level" playing field
between the "have" and "have-not" countries of the world.  This is
made difficult because bribery and corruption rules are almost
impossible to enforce.  Regulations have been established by the
Organization for Economic Co-operation and Development (OECD).

    These rules against bribery of public officials are not strong
enough to level the playing fields between countries because
many countries have devised their own rules and terms for inter-
national trade.  That is the way they have always done business
and they don't intend to change now.

    To truly level the field will require the larger countries of
the world to help out their smaller neighbors.  As tyhe world grows
smaller, this has become increasingly important in the global community.
